Our client, a major owner/operator is currently seeking a Cost Engineer to join their team in St. John's, Newfoundland on a 24 month renewable contract basis.

Job function:
The Cost Engineer is responsible all aspects of the EPC contractor and subcontractors project cost control and reporting, including project change management, estimate development, and cost control.

Responsibilities and duties:
Provide overall project cost, estimating, and change management leadership and expertise
Participate in kick-off meetings with the EPC contractor and subcontractors PMT to ensure common understanding of cost, estimating, and change management requirements
Conduct briefing sessions for project team members with respect to project cost control requirements and processes
Cooperate with independent project review teams and post audit activities with respect to project services functions
Participate in gathering and recording lessons learned for the project
Develop Project Cost Flows to assist Accounting in cash management
Champion cost stewardship process across entire organization

2. Supporting PMT and Cost Stewards with ongoing project cost analysis, reporting, forecasting, budgeting and Change Management.
Develop and document Control Estimates and Budgets (annual and multi-year), and ensuring that these products reflect the approved project design/execution scope
Analyze cost trends, develop and review cost forecasts
Prepare monthly cost reports (budgets, forecasts, expenditures, commitments and Work in Place [WIP])
Maintain ongoing cost vulnerability/cost reduction opportunities database
Review Controller's monthly Stewardship Report for actual invoice bookings
Develop monthly estimates of Work-In-Place (WIP) for EM and 3rd-party costs
Develop monthly expenditure and commitment forecasts
Monitor and report on cost implications of changes
Participate in contract commercial bid evaluations (as required)
Participate in developing Contract Price Budgets
Interface with Controllers regarding AFEs/budgets and invoices
Respond to ad hoc requests from PMT related to Controls/Reporting

3. Monitoring and appraising the performance of Contractor's Site in the cost area.
Examine and evaluate the Contractor's and subcontractors' cost control organization, plans, performance and procedures
Review and, where appropriate, endorse cost Baselines and forecast prepared by contractors
Analyze cost and productivity trends developed by contractor
Review cost bases of contractor's Change Proposals - review and endorse Change Orders - monitor, analyze and report contractor invoices
Assist site management in developing/reviewing cost and schedule corrective actions and recovery plans, and making sure needed actions/plans are implemented.

Required KNOWLEDGE, qualifications, skills, and experiences:

Offshore Engineering, Procurement, and Construction experience, experience is preferred
Experience with offshore project management is an asset
Experience in managing relevant contracts (Unit Rate, Reimbursable, Lump Sum)
Willing to travel overseas if required on an occasional basis
Willing to travel locally on a regular basis (Bull Arm, Marystown and other fabrication sites within Newfoundland)
Knowledge of:
Project controls principles, theories, and concepts practices, processes, and expectations with respect to project controls is an asset
Bachelors of Science Degree in Engineering, Engineering Technology, Business Administration with relevant experience
Extensive competency with Microsoft Excel (specifically pivot tables) and Microsoft PowerPoint
5+ years experience in the oil and gas industry
